Job Description:GeneralThe Program Management Consultant (PMC) has been contracted by MCA-Indonesia to specifically support the implementation of Green Prosperity Project. Under the existing contract, PMC is assign to do the following tasks:

Task-1: Develop Program Management Plan (PMP)
Task-2: Establish and maintain Program Management Information System (PMIS) (service and tools)
Task-3: Develop standard templates, documents, and procedures related to Compact requirements
Task-4: Provide independent technical review of investment proposals and oversight support of GPP funded projects

PMC contract has four labor categories that address Compact compliance: Program Compliance and Monitoring Specialist (M&E), Environmental Safeguard Specialist, Social-Gender Specialist, and Health and Safety. Within MCA-Indonesia, these roles, combined with Economics Specialist (not a contract labor category for PMC), are collectively referred to as 'Cross-Cutting' specialists. Accordingly, Community Development Specialist will function as part of PMC cross-cutting team that has been mandated to ensure that Compact requirements in these issues are being addressed (i.e., contributed to the four tasks above with primary focus on Task-3 and Task-4). We anticipate that Community Development Specialist, an Environmental Safeguard Specialist, and a Gender Specialist will collaborate on deliverable reviews and field site verification related to compliance – and would cross-train one another on each respective skills.

In general, Community Development Specialist is expected to provide input in strengthening the connection of MCA-Indonesia's "facility" investments to the communities. This is particularly important in Window 1B (partnership grant related to Natural Resource Management and Renewable Energy) and in Window 3A where MCA-Indonesia is setting up community power utilities (SPVs) and Window 3 B, where benefit sharing with community should formally be applied. MCA-Indonesia's investments need to be sustainable beyond the Compact lifespan, and they need to contribute to poverty reduction (what opportunity does more reliable power provide?). Also, Community Development Specialist is expected to provide inputs to better integrate among MCA-Indonesia's various investments, such as better spatial planning (program Activity 1), project preparatory investments (program Activity 2), to better see Facility investments (program Activity 3) at human and en vironmental landscape scales, and knowledge capture/dissemination and job training investments (program Activity 4)

Project and TechnicalDuring implementation of the projects, Community Development Specialist might be involved in the below-listed activities, proving leadership to the PMC cross-cutting team on community development and poverty reduction objectives of the Compact

Review quarterly report and any deliverables associated with the quarterly report submitted by the project implementers/grantees and provide inputs for improvement;
Conduct regular project monitoring and/or oversight visits and develop report of those visits
As needed basis, conduct deliverable verification visits
As needed basis, provide technical assistance/capacity building to specific project implementers/grantees

Note that in addition to Community Development Specialist leadership on community development/poverty reduction issues, all members of the PMC cross-cutting team will be expected to represent the full range of Compact compliance issues, including environmental safeguard, gender inclusion, and community development perspectives,thus requiring per-to-peer cross-training and mentorship among the PMC compliance teamCoordination and ManagementCommunity Development Specialist is expected to participate in relevant coordination and management meetings with 1) MCA-Indonesia, 2) Grantees/project implementers, and 3) Internal PMC.As requested, provide input to minutes and implement relevant action items of those meetingsReportingCommunity Development Specialist is expected to contribute (in the areas o f his responsibilities) in the development of Monthly and Quarterly report that must be produced regularly by PMC and submitted to MCA-IndonesiaAs required, Community Development Specialist is required to produce various project specific reports (such as but not limited to due diligence, regular visit to verify deliverables, project monitoring)The Community Development Specialist is report directly to Deputy Team Leader (Mr. Achmad Kosasih)Requirements:

Bachelor's degree (or higher) in social, education or management field
10 years of demonstrated combined experience in designing, managing and implementing community development projects
Proven team player capable of working with a team of multi-disciplinary and multi-cultural specialists
Good written and oral communication skills in English and Bahasa Indonesia

Project Summary and Goals:

The program aims to promote environmentally sustainable, low carbon economic growth in rural Indonesia. The program will provide a combination of technical and financial assistance (through project grant funding mechanism) to support local economic development that raises real incomes of Indonesians in a manner that reduces reliance of fossil fuels, improves land management practices, protects natural capital, and complements efforts to reduce emissions from deforestation and environmental degradation. MCA-Indonesia is expected to provide grant funding (portion of the projects or the whole of the projects) for approximately 100 projects. The program will evolve communities and local and regional governments in these activities to improve the implementation of government's policies and regulations that support low carbon development, as well as build capacity of local communities in natural resource and environmental management.Contract period:
